11|18|15 • Berlin Digital Citizen Experience: Three Government Authorities Get an Online Overhaul

Aperto and Materna are working together to make the Federal Police, the German Meteorological Service and the Federal Office for Security and Information Technology more accessible to the public, and to improve their online service and user orientation.

As agency partners, Aperto and IT-Services agency, Materna, have worked together to develop and implement three public institutions' new websites. Materna, in their capacity as primary contractor, was responsible for the technical realization of the project while Aperto took on the content conceptualization and the user experience design.

“Transparency, dialogue-orientatation and user-friendliness are particularly essential to government bodies for establishing excellent online communication. Websites have to meet the increased expectations of the public in terms of digital services. We call it the Digital Citizen Experience,” says Marko Thorhauer, Head of Creation at Aperto.

The Projects:

Materna and Aperto helped the Federal Police to turn www.bundespolizei.de into a modern web experience. Part of refining their profile and reshaping their outward image involved modernizing and restructuring their online presence. The goal was to make their service offering more accessible and user-friendly to the public and to display their achievements more prominently. The shift to a responsive design has also made their online presence available and user-friendly on mobile. The generous layout, a multi-facetted search and audience-specific entry points combine to make it easy for users to find the topics relevant to them. The website is built on the “Government Site Builder”, the government’s content own management system. 

The German Meteorological Service (DWD) provides the public with meteorological information pertaining to anything weather- or climate-related, and it is also the publisher of the official storm warning. With their new web presence, www.dwd.de, the DWD phased out dated technologies and replaced them with an innovative, high-performing and economical platform. The content was refined, restructured and transferred into a user-friendly and highly accessible layout, with interactive weather forecast modules that present weather data more clearly and comprehensively. The new web presence was modernized both in terms of technology and aesthetic, with its responsive design ensuring easy use and flexible display on a variety of devices.

The Federal Office for Security and Information Technology (BSI) is directing itself more strongly towards its most important target audiences and displaying its performance and services for citizens and businesses more transparently. As part of this, the Federal Office has overhauled its primary website www.bsi.bund.de and its two audience-specific ancillary  websites. The www.allianz-fuer-cybersicherheit.de website is orientated towards businesses and offers industry professionals information and opportunities for dialogue on the topic of cyber security. The more citizen-facing website www.bsi-fuer-buerger.de gives tips on how PCs, notebooks and multiple other devices can be more safely and securely used. The responsive web design coupled with its magazine layout and dynamic visual language make the websites modern and easy to use – on PCs, notebooks, tablets and smartphones.
